LOLLYPOP FARM ANNOUNCES UPDATES TO SNIP ELIGIBILITY REQUIREMENTS TO ALIGN WITH GRANT FUNDING THROUGH THE ASPCA


FAIRPORT, N.Y. – Effective today, January 21, 2026, Lollypop Farm, the Humane Society of Greater Rochester, will update eligibility requirements for its Spay/Neuter Incentive Program to align with guidelines tied to grant funding received through New York State’s Animal Population Control Program, administered by the American Society for the Prevention of Cruelty to Animals. Under the revised requirements, household income is no longer an eligibility criterion for pet owners seeking low-cost spay/neuter services.

The grant, which provides $35,000 to support low-cost spay and neuter surgeries, enables organizations, including Lollypop Farm, to provide services for canines and felines to New York State residents who receive public assistance, including SNAP, Supplemental Security Income, Medicaid, Section 8 Housing Assistance, Safety Net Assistance, or Family Assistance.  Additionally, caretakers qualify for services if their pet was adopted from a non-profit animal welfare organization or municipal animal shelter whose adoption fee did not include the cost of spay/neuter surgery

Currently, due to high demand and capacity, Lollypop Farm is currently accepting SNIP applications for cats only. To qualify, felines must be between the age of fourth months and six years both at the time of application and the time of surgery. Cats must be in good health, have no history of aggression, and must be owned by the applicant and have been in the applicant’s custody for at least 30 days. If the cat was found as a stray, a good faith effort must have been made to locate the owner.

The Spay/Neuter Incentive Program provides qualified owners access to spay/neuter services for their household dog or cat at a significantly reduced cost. Services are performed at Lollypop Farm by appointment only. About the New York State Animal Population Control Program
The New York State Animal Population Control Program (APCP) is a low-cost spay/neuter initiative run by the ASPCA for the New York State Department of Agriculture and Markets, providing grants to shelters and nonprofits to help low-income residents or adopters get their pets spay or neutered, aiming to reduce pet overpopulation through accessible, affordable sterilization services for cats and dogs in New York State. Eligible pet owners must receive public assistance or have adopted from a qualified municipal organization, and the program supports organizations that provide these services.
