LOLLYPOP FARM HUMANE LAW ENFORCEMENT ANNOUNCES FELONY ARREST IN CITY OF ROCHESTER


FAIRPORT, N.Y. – Following a lengthy investigation, Lollypop Farm, the Humane Society of Greater Rochester, has charged Larry Neal of 1332 St. Paul St. Rochester, N.Y. with Aggravated Cruelty to Animals, a felony under New York State Agriculture and Markets law. If convicted, Neal faces a penalty of up to two years in jail and potential fines.

On May 7, 2025, Neal was observed by security cameras at Andrews Terrace apartment building located at 125 St. Paul Street Rochester, N.Y. placing a bag in a garbage chute. At the same time, an employee working near the garbage chute heard a loud noise. Upon investigating the noise, the employee witnessed the garbage bag moving and discovered a small cat inside. Humane Investigators responded following a call to the Lollypop Farm Cruelty Hotline and found the cat deceased as a result of its injuries.

Humane Investigators spoke with security personnel at Andrews Terrace apartment building who identified the man on camera as Larry Neal, a known visitor to the complex.

While attempting to find the individual, Investigators learned that Neal was a registered sex offender and were able to make contact by phone before locating the suspect at his residence in November 2025 where he was arrested and charged with Aggravated Cruelty to Animals.

“This case is a powerful reminder that animal cruelty will not be tolerated in our community and that there is a strong correlation between human and animal violence,” said Reno DiDomenico, Vice President of Humane Law Enforcement at Lollypop Farm. “Thanks to the quick actions of the Andrews Terrace staff and the dedication of our investigators, a suspect was held accountable. We remain committed to thoroughly investigating these cases and ensuring those responsible for harming animals are brought to justice.”
